After a thorough evaluation process, the company beat several major bank bill payment providers to win the contract which is its first in the Central Government arena. HMCS is now issuing swipecards to certain fine payers offering them the flexibility and convenience to pay their fines in cash by instalments. These can be paid over the counter at all nationwide PayPoint convenience outlets and Post Office branches. By significantly increasing the number of available payment outlets and removing the constraints of having to pay at court cash offices within certain hours, HMCS is confident that it will save time and money in the collection of fines as well as help offenders avoid possible enforcement action. While collecting revenue in cash by instalments is a time consuming task and not HMCS core business, there is a significant requirement for it to complement the bank standing order payment-by-instalment scheme. HMCS expects swipecards to account for 20 - 25 per cent of total revenue collection per annum, clearly demonstrating there are many members of the public who have no means of paying other than with cash.
